HISTORY

With a background in Regulatory Affairs in the Medical Device Industry, Chris Taylor participated in strategies and submissions for a growing state of innovative new devices. In time, Chris moved into the Pharmaceutical & Life Sciences Promotional and Medical Review space. Through this experience he recognized that by reducing promotional asset development cycle times, top line revenue growth would increase dramatically. He studied the challenges faced by Marketing and Regulatory Operations and recognized the need for a company to aid in these efforts.

Chris reached out to David Flynn, a senior Sales and Marketing Manager in the Document Processing Industry. Chris outlined his ideas and solutions and David instantly recognized the value to the industry and came on board. Together, and side by side with their ever expanding team of Process Managers, Strategic Advisors, and support staff they dedicated themselves to revolutionizing the space. As a result of their efforts, Framework Solutions has become a recognized leader in providing innovative services and solutions for the Promotional and Medical Review process.

Joe Walsh

Executive Chairman

Joe joined Framework Solutions in early 2018. As Executive Chairman he provides senior management with guidance on all aspects of the business. Joe is passionate about driving customer success through the process of collaborative transformation. With a thorough understanding of the challenges faced by customers from both a logistic and strategic perspective, Joe creates and deploys comprehensive solutions. He believes these solutions will drive increased productivity and profitability while reducing risks.

Prior to joining Framework Solutions, Joe spent 25 years developing technology and service solutions in the Healthcare Provider space. As Chairman & CEO at Vitalworks, a public company, Joe was at the forefront of bringing Practice Management, Electronic Medical Records, PACS and Electronic Prescription Writing to over 88,000 Physicians in a wide array of healthcare settings. Before Vitalworks, Joe served as President of the Medical Division of Infocure Inc. where he guided the company through the regulatory and compliance processes related to HIPAA. Early in his career, he co-founded the firm Micro-Designs Software, which specialized in vertical market Practice Management Software.

In addition to Framework Solutions, Joe continues to act as an advisor and board member to a number of start-up companies, mainly in the field of healthcare delivery and Information Technology.

Chris launched Framework Solutions in 2003 with the goal of improving efficiency while ensuring compliance in the healthcare industry. Initially, the company focused on building software applications to support the tracking of drug development in clinical environments.

In 2009, during an engagement at a large pharmaceutical company, Chris observed the various challenges faced in the Promotional & Medical Review process. After careful analysis, Chris made the decision to refocus the company on developing services and solutions to address these needs.

Over the last 10 years, Chris has worked tirelessly building the Framework Solutions organization into a company that provides outstanding strategic and operational support services in the area of Promotional & Medical Review to valued customers. Over the last several years, as the company’s services have been rapidly adopted by the industry, Chris has continued to oversee the day to day operations of the business.

Prior to Framework Solutions, Chris worked at Covidien (formerly United States Surgical Corporation) as the primary regulatory liaison between the company and its international affiliates in the Southeast Asia / Pacific region. He then moved into a position in U.S. regulatory affairs.

Chris earned a bachelor’s degree in Physics, with a minor in Analytical Mathematics, from Fairfield University.

David Flynn

Vice President, Co-Founder

Since the earliest days of Framework Solutions, David has led the expansion of the company’s client base through his leadership in sales and business development. With over 25 years of experience, David is a tireless advocate always looking to build upon customer and company success.

David does not believe in a one-size fits all solution for clients. Following an in-depth analysis of customer needs, David and the Framework Solutions services team work side by side with the customer to promote best practice solutions that will specifically address their needs. Often, David will be the first face you meet at the company as he leads Framework Solutions extensive attendance at industry trade shows and best practices conferences. David has been at the forefront of many of the new business development initiatives launched by the company including Agency Support, Strategic Services and Digital Asset Management.

Prior to joining Framework Solutions,  David served in senior sales roles with companies in the Document Management & Processing arenas, managing multiple million-dollar engagements. An expert in consultative sales methodologies, David has worked with numerous clients in healthcare and other industries to find innovative solutions utilizing evolving technologies.

David graduated from Providence College with a bachelor’s degree in Business Management and Finance.

Rebecca Burnett

Executive Director,
Strategic Services

As Executive Director of Strategic Services, Rebecca is responsible for the strategic direction, growth, and success of client engagements within the Pharmaceutical and Life Sciences industry for Framework Solutions.

Rebecca began her career in 1999 with SmithKline Beecham as a Clinical Research Associate and has held several leadership roles in Medical Operations, Project Management, and Commercial Operations at global pharmaceutical companies including Medimmune and Mylan. An early adopter of digital review platforms that manage the content review process, she has led dozens of process and system implementations and brings a wealth of knowledge on how to evaluate and optimize medical and commercial operations.

Rebecca has built the Strategic Services team with the goal of improving clients’ quality, efficiency and compliance in operations through customized solutions.

Rebecca received her undergraduate and master’s degree in the sciences from the University of Colorado and has an MBA in Healthcare from George Washington University. She maintains a high profile, leading panel discussions and speaking at industry events.

Joanna Bova, PMP

Director, Process Management

Joanna joined Framework Solutions in June 2009. Since that time, she and her team have successfully launched engagements with numerous clients ranging from startups to established companies. She has a thorough understanding of the promotional and medical review process and has worked with domestic and international teams on a variety of review scenarios, including; standard review, launches, rapid responses and pre-clearance reviews.

Prior to joining Frameworks, Joanna spent 20 years working in a broad range of regulated industries including Federal relocation services and financial printing. Drawing on her years of experience in client services and project management, she has successfully built teams within Framework Solutions that are fully trained to handle multiple client scenarios, scalable and focused on our core capabilities. She is a passionate about keeping current with industry best practices and trends and utilizes this knowledge to enhance customer engagements.

Joanna holds a BS in communication from Emerson College in Boston, MA, and is a PMP-certified Project Manager.
